Mind you I was in the camp that logis needed to be toned downed, my preference was just reducing logi cpu/pg below assaults and make that up in equipment with a 50% bonus reduction to equipment, so a logi that didn't go heavy cpu/pg into equipment would be a huge waste and logisalts would have to either choose ehp or dmg instead of being able to take both (I know not all logis are the same).
I'm not immune to making mistakes or changing my mind as I started thinking about how useful that extra sidearm was in general when I use non automatic rifles weapons, and they are literal life savers as they cover major shortfalls with the other weapons.
I have a dropship alt which currently uses starter fits, so when I used the automatic rifles, you can almost forget you have a sidearm because there are zero weaknesses with the two weapons. They are very ammo efficient, have incredibly fast reload speeds, they are near instant hit scan weapons, they have awesome range, and they do massive damage that scales well across their range.
The need for the sidearm goes away only when you use the automatic rifles, the different resistances for armor/shields is not even big enough to constitute switching damage types. And as it stands now, +80% use automatic rifles so the value of that sidearm goes down dramatically.
So instead of working on debuffing the logi right away, perhaps the issue lies in the fact that the automatic rifles negate having to tactically switch damage types or cover areas of weaknesses.
In which case the automatic rifles need to be toned down or the other weapons need to be made much much more stronger in their niche to justify using them and thus making sidearms more useful for covering outside their niche.

Edit: I read your post, but these Logi vs assault threads just need to stop altogether, regardless of what message they are conveying.
My point was that log v assault is perhaps a symptom and not the real issue, which then goes off topic from the other threads, which are looking for logis nerfs, if anything this thread more of a "the auto rifles are OP" thread.

Mirror base stats and high and low slots.
Replace blanket 5 hp/s bonus for a 10-15% reduction in equip fitting.
Edit- Sorry, just a reaction to logi threads.
Imbalanced weapons won't change the fact that a gal logi can fit 3 advanced equipment, and a duovalle while moving as fast as a standard Amarr logi with 1100 EHP.
Not to be negative, or rain on your idea or anything
Don't sweat it, I throw things out to be scrutinized, because I am no expert on the logi or the assault, this was just something that came to mind.
Plus if you said something silly about how you'd like to balance scouts and I severely disagreed I'd give a straight no as well, so its all good lol
